Council’s Vote on Building Bancroft

On Tuesday evening at 7:00 p.m. at the Dungannon Rec Centre, our Council will vote on whether or not to proceed with the Building Bancroft Project. This is an open meeting for all to attend. The Building Bancroft supporters are busy mustering the business people and youth in our community to come out in support of the project.

Building Bancroft supporters have asked why this community is so divided, they have asked why our MP and MPP are not supporting them, and they have asked us to take a leap of faith, and trust that they know how great this will be for Bancroft by showing our support for moving forward.

All I can say is that for two years, OEB Enterprise has been working on this project. Part of their job was to unify the community in support of the project. This community is far from unified, have they failed on this very basic objective?

When sub-committee members started to question some of the proceedings of Building Bancroft, committees were dissolved.

When citizens asked real questions about the project, they were labeled as anti-project, ‘dissidents’, and ‘opponents’.

When over 1000 citizens protested the purchase of the IGA property, at $300,000 over the appraised value, they were told it was too late.

When the IGA was eventually inspected by the Town’s CBO (long after the purchase), it is reported to be full of toxic molds and the roof is collapsing, are we now facing an Environmental Cleanup prior to Demolition? At what cost to the taxpayers?

When our MP is supporting a CAF grant application by the local lumber industries, for a BioMass project that will help create 60-100 local, full time jobs, for generations to come, but the Building Bancroft submission gets the money to do studies for the consultant’s associates, something unusual is happening.

When the Building Bancroft project committee is told that OEB is having regular discussions with our MPP about the current RED grant for over $1M, there seems to be little evidence of this.

Over a year ago, local groups were strongly encouraged not to apply for grants such as the Library or Arena funds, as it would jeopardize the big money that OEB would be going after. Now, we seem to hear that getting the big money won’t have an impact on other smaller grant applications down the road, because they come out of different government pockets.

Wasaga Beach was also approached by Greg Black who was representing the Levy Brothers idea to do a $500M makeover of the town. Things fell apart earlier this year and the Town is left owing $800,000.

Horseshoe Valley area is in the midst of a $1.65B (billion) tourism and redevelopment project called the Georgian Valley Project, with Greg Black as the Project Coordinator, stay tuned to see what happens.

There was a meeting recently where members supporting the project and those preferring smaller, right-sized development discussed obstacles to overcome. A key member of the project committee promised to table a motion at the very next meeting (2 days later) to deal with the issue. This person did not attend the next meeting.

When a federal Minister comes to Town, the Council at large is not invited, but private citizens who did show up are accused of ‘hi-jacking’ and being ‘Bush League’, even though they never said a word.

A second petition is started by the Concerned Citizens of Bancroft, Inc., Building Bancroft staff members have been going into stores that have the postcards and drop boxes requesting that these be removed immediately, “they are very disruptive to the future of the project”.

When Building Bancroft was first made public, we were anticipating about $1M in added assessment for the Town, the latest consultant report from PKF has that number adjusted to $59,040. The Home Depot that went to Parry Sound instead of beside the Price Chopper, would have given the Town triple that in assessment. Many are still pushing for the BB project as our only hope.

I think we all know how each of us feels about the Building Bancroft project. I do encourage each and every person who cares about Bancroft’s future and our enormous debt to come to the meeting on Tuesday evening and see how your Councillors are going to vote.

“Yes, but…” Build Bancroft Postcard

I say yes to building our Bancroft, but I say NO to the Build Bancroft ProjectThe Concerned Citizens of Bancroft, Inc. have issued and are currently distributing a post card within the community as well as within the local newspaper, Bancroft This Week.

One thousand postcards have already been distributed and another 1000 are due to arrive by Monday. You will be able to find postcards and drop boxes throughout local stores and organizations such as Fairway Mini Mart, Sears, McCaskie TV & Stereo, Stedmans V&S, Door Next Door, Chesher’s Outdoor Store, Ashlie’s Books, For The Halibut, GryphonBlooms, Harvest Moon, Ink & Things, and Stan’s Grocery, and Teddy Bear B&B.

We are including a PDF version of the postcard here in the event that you have not been in town nor received your copy of the newspaper this week. Please print, fill out, and drop off or mail in your vote. Our aim is to have enough responses in hand by June 22 Council.


Notes on ‘Memorandum of Understanding’ (MOU)

Earlier draft referred to as the ‘Dateless Wonder’ – it is unheard of to have a legal agreement with no date in it or even a place where the parties intend to add a date.

It is not clear as to what legal weight this MOU is meant to have. Most memoranda of understanding or letters of intent contain a section that specifically states what the parties do and do not intend to be binding. This is drafted as an agreement, therefore the argument exists that it may well be fully binding on all parties despite the fact it is only called MOU.

The MOU refers to many subsequent documents – agreements, offers and so on. Ask for confirmation on every document that has been entered into and obtain copies of them. Many things are only dealt with in a cursory fashion in this MOU, Read more »

Freedom of Information Documents Submitted

Copies of the Freedom of Information documents the CCB submitted on April 19, 2010 are below (click on any thumbnail image to see full size.) For the most part these are follow up formal requests for information requested previously by email or in person.

Freedom 1a (submitted April 19, 2010) – Phase II Environmental report for Sobeys property. Previously requested on Feb 17, 2010 by Larry D Haight using email, again requested on Mar 22, 2010.

Freedom 1b (submitted April 19, 2010) – Detailed account of all expenses paid, to date, by the Town of Bancroft to OEB Enterprise, Ensight Canada, or employees of, and any and all persons affiliated with the Building Bancroft Project Committee. This information had been previously requested verbally by David Maris, Councillor Jenkins, and Mayor Churchill on Mar 29, 2010.

Freedom 1c (submitted April 19, 2010) – Request to provide a detailed description of complete process and timelines involved during the negotiation and purchase of the Sobey’s property in Bancroft known as the IGA plaza property. Information requested to include any and all written and notes of verbal transactions and correspondence by all parties involved. Said parties to include staff, members of Council, consultants, legal, and real estate professionals. This information had been previously requested in writing by David Maris on Mar 02, 2010.

Freedom 1d (submitted April 19, 2010) – Letter from the Town’s legal representative that was referenced to Council prior to the presentation of the IGA petition on Mar 02, 2010. This letter advised Council of their legal liability in the purchase of the IGA Plaza property.


Incredible Spending – Tax Increases for Bancroft

The Town’s website has a lot of new info posted. The PKF Consulting report has been added to the Build Bancroft reports. The next Council Meeting Info package is on the Town’s site as well. Along with the usual items are; the Sustainability Plan for Bancroft, the Building Bancroft Project CAF Budget Reconciliation, and the Risk Assessment draft report from Deloitte & Touche.

Unanswered Questions

Ten questions were posted to the Concerned Citizens of Bancroft regarding the preliminary reports of the Build Bancroft project.

Here are just a few of the unanswered questions from the document:

  1. HST/GST is not included on any costs. GST on $70 Million is $3.5 Million and HST is $5.6 Million, total $9.1 Million.
  2. How much has been spent to date? Under Lobbyists file – we see $2 Million – CAF Grant is $2.4 or $2.8 Million and what was spent on Revitalization? Are we $5 Million in with nothing to show?
  3. It appears Building Bancroft has been doling out all sorts of money that has nothing to do with the project. They have become a major local advertiser – or propagandist – Why?

Survey Analysis

I am just posting the Final Conclusions to a six page assessment of the recent Build Bancroft Survey. The analysis was produced by Glenn and Joan Wert and the assumption is that the questions in that survey were “…framed in such a manner so as to illicit the response that is required and as you look at the specific questions asked in the Ipsos Reid survey, they are seeking general support to the project and for tourism as the foundation of the project.”

Conclusion

The final conclusions I come to from this survey based on the opinions proffered by the respondents are:

  1. The opinions offered are based on limited information – in particular what it will cost them. If they knew the magnitude of those numbers (taxes), opinions would likely shift dramatically.

Public Information Session

The public information session at the Legion tomorrow evening should be fun.

For any who have gone thru the reports, it is pretty obvious that it’s time to say Good Bye to Build Bancroft. Yes, it has been an exciting and enlightening experience for many, and very rewarding for others. It has helped a lot of us from this Town really appreciate what we already have.

Build Bancroft has expanded our thinking to possibilities of what we could have and what we could be. We have seen our community divided by outside forces. We have seen neighbours picking sides, but not a lot of picking, because we all know what the true feeling of the large majority feels.
